I am listing a car on eBay France. I have a starting price, but can not make a reservation.?

I vaguely remember having this problem in the past. If I remember correctly, you have to "earn" the right to create a reserve. If you are a user eBay novice you will not be allowed to set a reserve. I think you need a min input or something like that. HoweverI have looked in the pages assistance and find no reference to it. Another friend of mine novices had the same problem with its initial listing.
